Are there any places left in the world where they live like they're in the Victorian Era?

No, the majority of society now has degraded into surface surface surface with no real meaning. Old morals that were prominent such as honour, loyalty, and pride are things that no one really feels anymore and have little importance. Groups of weary people, hit the bars and clubs at weekend not with the aim of socialising but with one goal in mind - to get as smashed and messed up as possible. Self destruction is rampant throughout our world and humanity is collectively going insane. There is an apparent mask of order in the world but underneath the repressive forces of society mean that people are on the edge, about to explode. Within the next 4-500 years this will happen. The rigid structures that go so much against human nature will collapse and the world will descend into chaos. From the ashes of this chaos will emerge a new, freer society that will in effect be spiritual utopia. All of our chains will be gone. But there will be much pain, war and chaos before this is achieved. Unfortunately it is unlikely we will witness this transformation in our life time but we may witness the beginning, the descent as I call it will be the first phase and will begin within about 100 years.
